Parking and Vehicle & Traffic Laws
Parking and operating a motor vehicle on the Saint Thomas Aquinas College (STAC) Campus is a privilege, and constitutes acceptance by the individual of the responsibility to ensure that his or her vehicle is neither parked, nor operated in violation of any of the STAC Regulations. The acceptance of parking privileges and the presence of any vehicle on campus represents an agreement by the motorist,that Saint Thomas Aquinas College is in no way liable for personal injury, damage, or lost or stolen parts or contents of the vehicle.
A parking permit allows a student to park on campus, but does not guarantee a parking space. Parking permits must be hung from the driver’s center mirror. The permit is designed that it can be left in place and is not in violation of any NYS Motor Vehicle Laws. You must complete a permit application for each vehicle you will use. The permit is vehicle specific.
Parking Permit Application
Students, Faculty, Staff, and Contractors that wish to park a vehicle on campus must obtain a STAC Parking Permit from Campus Safety. Application for the permit can be made by going to the Campus Safety Webpage;

After completing the online form you can pickup your parking permit the next business day at Campus Safety. Please bring your STAC Identification Card and vehicle registration. NYU Employees, Students and Faculty please bring a valid driver’s license and the vehicle registration. Contractors please bring a valid driver’s license and the vehicle registration.
Temporary Parking Permits
Temporary parking permits are available at the Campus Safety Office. Temporary permits will not be issued for longer than two weeks in a row without approval from the Campus Safety Director. Persons receiving temporary permits are responsible for all rules and regulations pertaining to traffic and parking on the STAC Campus and will be held responsible for citations received.
Handicapped parking spaces are limited and, pursuant to law, only individuals with appropriately issued handicapped permits can park in these locations. Any member of the college community with a disability requesting permission to park in a handicapped parking area, must apply to the appropriate municipal authority to secure a government issued handicapped-parking permit. You must comply with your local policies in applying for handicap permits. A parking zone identified with a sign bearing the international disability symbol is restricted at all times for use by vehicles bearing BOTH a valid STAC parking permit and government issued handicapped parking permit. Please note that the Campus Safety Department does not issue, nor is authorized to issue, temporary handicap parking permits.
Rules and Regulations are in effect 24 hours a day, seven days a week, 365 days a year. Vehicles in violation of any of the following rules are subject to ticketing and towing at the owner's expense.
Parking on college property is permitted for college business only.
Non-availability of space in specific stalls or lots does not excuse illegal or improper parking. Legal alternatives should be sought in other lots.
Parking is permitted in marked parking spaces only. One vehicle per parking space. You must park between the lines.
The speed limit on campus is 10 miles per hour.
All traffic regulation signs must be obeyed. This includes but is not limited to Stop Signs, Yield Signs and One Way Signs.
A fire lane is posted in each of the two residence life complexes, AQUINAS VILLAGE and MCNELIS COMMONS. These lanes are installed to insure proper access for fire apparatus in case of any emergency. Do not park in these areas. Ticketing or towing by either our own Campus Safety Staff or the Orangetown police could be the result of parking in the fire lane zone.
Residence Life Students who have a vehicle on campus must display the proper residence
life parking sticker to occupy a space in any of the designated parking areas of the college
community. Our McNelis Commons residence life complex has limited space as well as the Aquinas Village residence complex. The McNelis Commons spaces are assigned based on class status (ex: Seniors, Juniors, Sophomores) with seniors receiving first priority. The Aquinas Village parking spaces are not assigned and are available on a first come, first serve basis.
Residence Life Students assigned to park in the McNelis Commons are not allowed to park their vehicle in any lot on the main campus Monday through Thursday between 8:00 am and 2:30 pm during the academic semesters.
In the event of a snow emergency or snow removal situation all vehicles must be moved in a timely manner in accordance to the notification. Failure to remove the vehicle will result in a minimum fine of One Hundred Dollars ($100.00). All efforts will be made to use the STAC Email System to distribute the notification.
Other illegally parked, unticketed vehicles do not excuse illegal parking and do not indicate that parking rules are not in effect.
Restrictions in gate controlled lots are in effect at all times, even when gate arms are in the "up" position.
Vehicles with excessive unpaid tickets are subject to towing, without notice, at the owner's expense. Campus parking privileges may also be revoked.
Unpaid parking tickets will result in holds placed on records, transcripts, grades, and/or diplomas.
Signs and markings are provide in the interest of parking control and safety of lives and must be obeyed. Removal or damage of any signs is illegal. Perpetrators are subject to arrest and prosecution.
Disabled vehicles must be reported to the Campus Safety Department. Disabled vehicles should not obstruct traffic flow or endanger safety. The vehicle must be removed as soon as possible - not longer than 24 hours after the vehicle became disabled. Permission may be obtained from Campus Safety Department to leave the vehicle for longer periods of time if needed. Disabled vehicles, which are not reported or not re-reported, will be towed.
If leaving the campus for an extended period of time (more than 24 hours) it is your responsibility to coordinate having someone move your car in case of an emergency.
Storage of vehicles on college property is prohibited. Vehicles may not be left on campus during school vacation periods. Exceptions to this policy must be coordinated with the Campus Safety Department.
Temporary closure of parking areas or roadways is a right of the college reserved for reasons of repair or safety. Vehicles parked in areas that have been closed by barricades, signs, or notification are subject to towing at the owner's expense.
Employees needing to bring rented or borrowed vehicles on campus for a day, due to service or repairs on their registered vehicle must obtain a temporary parking permit for the vehicle.

Failure to obey ONE WAY Sign / One Way Violation
Group D – One Hundred Dollar Fine ($100.00)
Failure to REMOVE VEHICLE EMERGENCY / SNOW EMERGENCY
All fines must be paid within ten (10) days of the date the citation was issued. Fines may be paid by mail or in person at the STAC Business Office. Any second violation in a semester will result in doubling the fine listed above. Continued or repeated violation may result in removal of parking privileges and disciplinary proceedings.
Parking Fine Appeals
Any student may appeal any parking conduct fine they receive. Each student who files an appeal must do the following, or the appeal is invalid:
- The student must obtain an appeal form from the Campus Safety webpage, www.stac.edu/security/parking/appeal/
- Completed forms will automatically be transmitted to the Campus Safety Director. Incomplete forms will not be accepted.
- Appeals must be submitted within 21 days of receipt of the parking conduct fine. Appeals received outside that time frame will not be accepted.
- The appeal is reviewed by the Campus Safety Director and Assistant Director. Each student is permitted to appeal an Appeals decision once. Once the second appeal is returned to the student, if the second appeal is denied, all fines must be paid in the Business Office.
